Alan, you can control what an employee does on a break or lunch when the break/lunch is taken in the employers building. For example; there won't be gambling during their lunch/break on the premises. However, they can leave the premises and gamble, have sex or what ever. Just so they're back to work, sober and clocked in when their lunch/break is over.
