It passed at least the swiss customs as an industrial grade vac.

Well, yes and no...

A "dirty bomb"...ie some radioactive stuff being released (most likely by
explosive) is a great TERROR weapon....in that it will scary the living shit
out the ignorant public who happens to be nearby when it is set off. But it
royally sucks if your actually trying to kill anyone.

If one is set off in a crowded area, more people will probably be killed by
the physical blast itself and a good bit more by people trampling others to
death, but the near term deaths due being contaminated by radioactive crap
would most likely be pretty low (and I would even bet darn close to zero). At
best you might get a mild increase in cancer deaths many many years down the
road.

I'm usually concerned about people taking stuff out of my bags, not about
them putting stuff in...

The worst of it is imagine what would have happened if he had to take a
connecting flight somewhere and they found the stuff in the changeover.

Actually, I believe that the context was that, had this been an American
screw up, we'd have been dogged for weeks. Since it's French, they'll write
an article or two and drop it.
