extraordinary daring and personal courage of Lieutenant (junior grade) Kerry
in attacking a numerically superior force in the face of intense fire were
responsible for the highly successful mission. His actions were in keeping
with the highest traditions of the United States Naval Service."

them with promotions later on... Enlisted personnel have to *earn* their
medals...

"Entire chain of command" award him the medal? Why wasn't it taken away
from him as soon as the Navy realized its dishonesty?
