Why don't you contact the nearest PADI office and ask to purchase it,
just as all instructors are required to do?

Although as far as I know, it's not available alone, it is however on
the current PADI Instructor CDrom Disc, price of that is about $325.00
Aus. according to the 2005 Catalogue.
However, you do have to be a PADI instructor to obtain it I would
think.
