retaliated, but they had a vote in the UN to do this? All in just one

What did the UN do about 30 years of suicide bombings, the *two* WTC
attacks, Kosovo, Sudan, Somalia?

They were there as part of the UN peace keeping force since 2003. They
had a mandate.
