My Sony P93 takes less than a second to focus. The only time I get
lag is when it is dark, and that ain't for focusing. It also happens
on land.

My FujiFilm F700 has VERY quick startup, and quick focus/storage time.
Storage time obviously increases with resolution, but even for RAW its in
the region of 1 second.

Manual focus will help and also radically improve battery life.

The digital SLR cameras are the only ones that get shutter lag down to
acceptable levels. Try a digital Rebel or D70.
