divers generally go where there reefs. I've been to Goa and also Trivandrum.
The sub-continent of India, to the best of my knowledge, has no reefs and
access to the Laccadives or Lacashweeps located off India or whatever they're
called as well as Andaman and Nicobar Island off Burma require special visas
which has the effect of discouraging travel and access in terms of air travel
is limited.

The Indian gov't does not seem too focused on the prospects of diving tourism
which doesn't help matters.

Another factor which discourages divers to some extent in the Indian Ocean is
the limited time-frames for diving when one or other of the two monsoons are
not raging. March and September are thought to be the best times. I once
visited the Seychelles in July which was a bummer with the monsoon going full
blast.

I went to Agatti and Bangaram in November / December 2005. We used a Mumbai-based operator called Lacadives. Their details are as follows (I have no other connection with them):-
lacadives@gmail.com
lacadives@hotmail.com
...:: Lacadives Welcomes you ::..

Agatti was not so impressive, as a dive location, but Bangaram was a great resort, uncrowded, with some good diving. Rainfall wrecked the viz for us and made the sea choppy, so much so that we never were able to make it to our intended destination, Kadmat.

We flew from UK to Cochin on Emirates via Dubai. Spent 2 nights in Cochin at either end of the trip.

Getting the paperwork for the Cochin / Agatti flights was a total nightmare.

Almost worse than that was the 10 kg / passenger total weight allowance on that flight.

So the advice is only to go there if you can spare the time for the necessary interlude in Cochin, and be extremely careful what you pack. Of course that is even more of a challenge if you want to take underwater photos out there.

Hope this helps.
