I have just come back from the Philippines. I was impressed by the
quality of the instruction and the professionalism of the instructors
& the school. The hire gear was also top notch (I didn't use it, but
lots of others did). Prices were much lower than the Red Sea (which
is my usual haunt). Was not impressed by Indonesia, uninterested
divemasters were just doing a job instead of something they loved. It
came through in the way the dives were done.

More important than location is the quality of the school. Find
somewhere that you feel comfortable with the instructors. Also check
out the equipment (I presume you will be using it!). If any metal
shows signs of rust of wear, avoid. Same goes to a degree for other
equipment.

Might be worth having a try dive before you decide to go with a
school. You can then make sure that you actually like it as well as
checking out the personnel.

So you want to learn a sport that it's quite easy to kill yourself doing
and your most important criteria is how cheap the course is?

Almost certainly Indonesia. I remember doing 2 days diving there. The
first day, the BCD inflated itself constantly throughout the dive. The
second day, it had no clips, we had to tie it on, oh, and I see to recall
it was the wrong size. Fortunately I had my own regulators.

I did my PADI OW course in Tioman Island off Malaysia. Quite cheap.
Kit in good condition. 3 students to the instructor.

But as stated elsewhere, looking to do it on the cheap isn't the most
sensible idea in the world.

How long do you have before you leave? You might well find that a BSAC
club would be able to train you more cheaply than any reputable PADI
school. If you've got time then tell us where you are and we'll
suggest some clubs in your area.

Paul,

Just to add to some other comments. SCUBA requires the use of a Life
Support System which, if it (that "it" is a general it not entirely
related to that Life Support System) goes wrong, means that you can, at
best, hurt yourself significantly and, at worst, die.

It's not like buying a fridge. Fridges can't kill you, well, not very
often anyway and not, unlike SCUBA, every time you use it.
