I just received a big information pack from the Jordan Tourist board ...
Aqaba looks really good to me, I'll let you know after I have been.

I would imagine that it is well cared for ... King Hussein was a diver
himself, and personally arranged for some ships to be set down for wreck
diving, and passed laws protecting the reef ... and instilled in population
the need to look after the very small coastline they have.
His son is also a diver and as he is now King would assume the same ethos
would follow ... they tend to chop bits off you in that part of the world if
you don't do what's required.
There is a Royal Dive Centre (not many of them around) ... take a look on
the web, the undersea footage I have seen for Aqaba looks great.

Aqaba does not get that much in way of tourism and that may well mean very
good value for money as they welcome foreign expenditure.
You also have Israel on the doorstep and has a reasonably open relationship
with Jordan .. either a drive along the Kings Road, or a short ferry trip
across to get there.. Eliat has dive sites, but not done any research on
Israel for diving yet.

I've been there in 2004. Nice reef, 4WD dives, no big fish nor sharks
but a very interesting sealife fauna. A nice place for macro photo.

See wannadive for dive sites and pictures:
