I would have to say that without naming the center, you get what you
pay for. If you dive with a cheap outfit with little or no reputation
you will get poor service no matter which country you dive in.

I have dived with two outfits in Malta and they do not go anywhere
without O2 and they do not use ribs. Always ahrd boats with surface
cover. If diving from shore, everyone dives unless it is a night dive
where someone is required to look after the vehicle.
