Yes, try and get the book 'Shore Diving in Malta' by Peter Lemon. Do a
google search on this group for recommended operations. I've dived
there and liked the people I dived with, however, the more I've dived
since the more I've realised how poor their safety actually was.

Care to expand on "how poor their safety" means? Is this limited to one
dive center or Malta as a whole?

Try Strand Diving in St Peters i think, but someone will correct me.

I dove in Malta, years ago. Obviously over fished, little to see. But I did
not dive in Gozzo. Might be better?

In this case one particular centre, however, google will find you
posts from people who've worked at other shops. I don't like no oxygen
on the boats, mooring a rib up and everyone off including the driver
who's also the dive guide so 0 top cover.

I would have to say that without naming the center, you get what you
pay for. If you dive with a cheap outfit with little or no reputation
you will get poor service no matter which country you dive in.

I have dived with two outfits in Malta and they do not go anywhere
without O2 and they do not use ribs. Always ahrd boats with surface
cover. If diving from shore, everyone dives unless it is a night dive
where someone is required to look after the vehicle.
