I did a few dives out of Lagos, on the Algarve.
The instructors were in drysuits (as was I), 14 to 16C water temperature
in August as I remember.
Shore dives were so-so but boat dives on scenic reefs were good.
There is a very good website for diving in Portugal but I can't find it
right now. It's not a specific shop, but an index of loads of dive
operators all over Portugal.
Ask if you want anything more specific.
