Monsoon normally starts begin of May and lasts until end of October.
Beside of the mosoon the visbility depends strongly on the tide level.
At new moon and full moon current tend to be stong and visibility will
be pretty low (between 1m and 5m). In between the visibility is much
better.

The are around Koh Phi Phi is a shallow area and therefore tide current
stirs up a lot of sediment.

If you can change your location then Koh Tao in the Gulf fo Thailand
is much better in July. You can reach it by night train from Bangkok to
Chumporn and from there by boat (cheap) or by plane via Ko Samui and
from there by boat. There are plenty of dive operators to shoose from.
