There are indeed suppliers of full-foot snorkelling fins up to the
size range of 15-17, but they are based abroad. Browse, for example,
the Australian Eyeline website at http://www.eyeline.com.au and the
American Kiefer website at http://www.kiefer.com and you will find
fins at reasonable prices and in the sizes you want. They can be
ordered online, but you won't get them by your tight deadline, I'm
afraid.
