I suspect that copying the questions so that you can write the answers is
'fair use'.

Part of a defensible paper trail is proof that the student had their own
manual, by retaining the original knowledge review answer sheets this is
demonstrated.

Same here, we were loaned the books in Oz, with the option to buy if we
wanted, I bought.

Here NZ we got the cardboard box containing the manual and some other bits
of paper and a PADI car window sticker, all in the shrink wrap still. This
was as part of the course, but when a student left her Knowledge Review at
home the staff just photocopied out a copy form another book and let her
fill that out there.

They're an established 5 star IDC so they know what they're doing...

work I know of ?

Can't you see, No PADI instructor can tell people they can copy copyrighted
material, even if it IS for personal use. It's something to do with the implant
(like Cartmans F chip), if PADI identify the person.....ZAAAP! ;o)

Why does my city and college library allow people to photocopy pages from their
books?

For all I know they have one of those bits of paper on file somewhere in the
cabinets :)

It will be the knowledge review. (The PADI way of ensuring that you have
read the relevant section of the book) and it is not really homework in
the strictest sence of the words though most instructors will treat it
as such.
