Default John Bennett lost during salvage dive

Before I start this post, it is a question seeking answers, not speculating
about the circumstances of this incident nor picking holes in techniques
"supposed" from news reports. I have already expressed my condolences in
another thread.....

The news reports define this dive as a "Salvage Dive", to my mind a commercial
dive.

Is it not the norm for this sort of diving to be carried out with surface
supply, comms and lifeline etc.???

If it were a commercial dive then yes the acops laid out by the HSE should
have been adhered to, but then is a salvage dive a commercial dive if not
for financial gain?

Somehow I don't think the HSE acops are going to apply to a dive made in
Korea.
