Absolutely...

USENET as we know it came into existance in 1985-86 with the Great
Renaming, see http://www.jach.hawaii.edu/~frossie/gr.html for details,
but the precursor network was indeed around from 1979 onwards and operated
over the ARPAnet.

His claim that USENET wasn't around in 1992 is totally stupid. His claim
that groups didn't have charters is simply silly. I think he's mistake us
for some dumb web forum thing...
