The requirements are;

PADI Open Water Diver or qualifying cert from other org.
PADI Rescue Diver or qualifying cert from other org.
5 PADI specialities
50 loged dives

Apart from the fact that OW must come first and that PADI R.D. needs AOW
or qualifying cert from other org first the order does not matter.

You should be aware that requirements change from time to time and that
there is a request from PADI for instructor input regarding the MSD cert
now. This suggests that the requirements may change within the next
year.

Yes, the Master Scuba Diver is a recreational diver who has attained the
level of Rescue Diver and five specialties.
