This time of year take both.

The days will be warm and sunny. The nights are cool to cold if windy
and the fleece will be welcome also if you go out on the boats as after
diving or snorkelling that wind be damn cold if you are wet.

Not sure about water temp but looking back at my logbooks you are
probably to expect 21-23.

just got back from a great week on 'Typhoon', 23C in the water but
quite breezy and chilly out of the water in the evenings and on RIBs
etc. Shorts + fleeces.
