Well there's excess, and then there's excess, isn't there? Couldn't you buy it a seat and strap it in? In my experience, scheduled airlines don't tend to be that fussy. I've regularly had bags of about 28kgs on a variety of carriers whose limit is supposed to be 20kgs and no-one's ever said a word. Chartered airlines on the other hand ...
