Default PADI Open Water - Where to train?

I had the chance to dive and train in Mexico a few years ago, but didn't as
not much time.

I want to go on holiday and get Open Water Diver, just to be able to go when
on my holidays...

Where in Spain/Turkey/France Region is best for underwater scenery etc??? No
more than 4 hour flight, I can tie this in with my family holiday then.
