Rearranging bureaucratic boxes is the way they respond to any disaster, it gives the appearance they are doing something. Sept 11 moved FEMA from cabinet level to under Homeland Insecurity. They dropped the ball this time. I wonder what their plan is for the first week after a biological attack. Next they'll be blaming faulty intelligence Dennis |
