I also think diving in the Philippines offer a great value at low
price.
There are many great little islands around the cebu area and the area
is also sheltered from moonsoon. You can get $10-15 per dive in
Moalboal, Bohol, accomodations are as low as $5 a night.

I think the diving in The Philippines is great Cebu, Bohol and
Busuanga .
Also the island of Palau is about2hours from Manilla and Yap is also
very
close so while not right on your doorstep it is still pretty close
