It was continued as the name when the government used the island as a prison for political prisoners during the earlier part of the 1900's. The "Koh Tao Association" was formed 13 years ago by members of these dive shops. (I still have the T-shirt!) At the time 'Big Blue' and 'Master Diver,' the two largest (at the time) dive shops refused to join.
