Default Patagonia ?

I consider a chance of scuba diving in southern Patagonia when sailing there around Terra del Fuego in January.
The point might be local regulations, equipment avaiability, flight possibiliteies from/to Europe with scuba equipment as luggage,
etc.
The ports of call would be Ushuaia, Punta Arenas, Fort Williams, anchorages.
Has anybody got some experience frome there?
TIA - JaC
